The Oliver McGowan Mandatory Training
Under the Health and Care Act 2022, CQC-regulated providers must ensure all staff receive training on learning disability and autism. The Code of Practice sets out clear expectations for Tier 1 and Tier 2 compliance.
How the Training Works: 3-Step Compliance Flow

Step 1: Prerequisite eLearning (Part 1)
Every delegate must first complete the free 90-minute online module hosted on the NHS e-Learning for Healthcare (elfh) portal. This must be completed before attending any practical session.

Step 2: Practical Interactive Session (Part 2)
Delegates attend either a 1-hour live online interactive webinar (Tier 1) or a full-day face-to-face workshop (Tier 2). Practical sessions are co-delivered with trainers with lived experience.

Step 3: Access Certificates & Audit Records
Once both parts are complete, certificates of completion are issued. We provide attendance logs and compliance evidence sheets to keep your training folder audit-ready for CQC inspectors.
For Direct Care Roles
For staff who provide direct care and support to autistic people or people with a learning disability. This includes almost all front-line care teams, senior carers, and registered managers.

- Format: Full-day face-to-face interactive session (Part 2)
- Co-delivery: Led by an approved facilitator and an autistic co-trainer
- Output: Certificates issued on the day, valid for 3 years
For Non-Care & Support Roles
For staff who require general awareness of learning disability and autism but do not provide direct care (administrative teams, schedulers, finance, and payroll staff).

How to Claim Reimbursements

Important Funding Limits
Funding is not guaranteed and is subject to a strict national budget cap managed by Skills for Care. Slots are allocated on a first-come, first-served basis.
Because training is a statutory CQC requirement under the Health and Care Act 2022, organisations remain legally obligated to train staff and must cover costs via private out-of-pocket fees if the national cap is reached.

Is the Oliver McGowan Mandatory Training legally required?
Yes. The Health and Care Act 2022 introduced a statutory requirement that all CQC-registered service providers ensure their staff receive training on learning disability and autism. The Code of Practice specifying the compliance standards became law on September 6, 2025.
How does the LDSS funding work?
The Learning and Development Support Scheme (LDSS), administered by Skills for Care, provides reimbursement support for eligible adult social care employers. Eligible providers pay the training invoice first, verify attendance via the portal, and submit claims to Skills for Care. Note that this funding is subject to eligibility rules and an annual national budget cap on a first-come, first-served basis.
Are certificates provided for compliance evidence?
Yes. Every delegate who completes both their prerequisite eLearning and practical training receives a certificate of completion containing a unique registration number, suitable as evidence for CQC audits.
Where is the training delivered?
You choose: we can run sessions at your own venue, at our academy training room, or as live online interactive webinars where the course format allows. Oliver McGowan Tier 2 is a full-day face-to-face workshop; Tier 1 is delivered as a 1-hour live online webinar.

Part 1 of the Oliver McGowan Mandatory Training is a free 90-minute online module hosted on the NHS e-Learning for Healthcare (elfh) platform. Every delegate must complete it before attending their Tier 1 webinar or Tier 2 workshop. Our administrators check delegate eLearning prerequisites when confirming your booking roster.
What is your cancellation policy?
Bookings are subject to a 50% deposit to confirm. Cancellations within 5 working days are fully chargeable. Deposits are non-refundable for cancellations within 10 working days of the scheduled session.
